CREATE brings together expertise in instructional design, adult education leadership, nursing education, accessibility, digital learning, and community-engaged research. Our team works collaboratively with institutions, organizations, and communities to design education that is responsive, inclusive, and grounded in real-world practice.


Dr. Barbara Elliott is an educational leader, researcher, and adult educator with more than 25 years of experience in higher education. Her work focuses on program development, evaluation, leadership, and organizational learning. At CREATE, Barbara leads strategic planning, curriculum innovation, and research-informed educational design.


Karen is an instructional designer specializing in accessibility, universal design for learning, online education, and knowledge mobilization. She has extensive experience developing programs and courses for northern, rural, and remote learners. At CREATE, Karen leads instructional design, digital learning development, and accessibility integration.


Samantha is a registered nurse, educator, and doctoral candidate with expertise in rural and remote healthcare, community engagement, and nursing education. Her work focuses on building meaningful partnerships and creating educational pathways that reflect community priorities and strengths. At CREATE, Samantha leads stakeholder engagement and co-design initiatives.
